2021 Alley and Central Avenue Reconstruction Project

The alleys proposed for reconstruction include the following:

The alley surrounded by 3rd St SE, 4th Ave SE, 2nd St SE, and 5th Ave SE •  The alley surrounded by 3rd St SE, 5th Ave SE, 2nd St SE, and 6th Ave SE •  The alley surrounded by 4th St NE, 4th Ave NE, 93rd Ave N (CR 30), and 5th Ave NE •  The alley surrounded by 2nd St NW, 1st Ave NW, 3rd St NW, and Central Ave •  The alley surrounded by 3rd St NW, 1st Ave NW, 4th St NW, and Central Ave •  The alley surrounded by 3rd St NE, Central Ave, 4th St NE, and 1st Ave NE (repairs only – no assessments)

Additional reconstruction work includes Central Avenue from 4th St to 5th St and from 6th St to 93rd Ave N (CR 30)

There will be assessments associated with the alley portion of this reconstruction project for adjacent property owners. The cost of the assessment depends on the project scope and bids received by the City. Past alley projects have had assessments between $5,000-$7,000 for single family homes and $100-$200/front footage for commercial/industrial properties.

 

MEETING HOST:

MEETING PURPOSE:

The informational meeting will be an opportunity for the City to hear thoughts and concerns that you may have regarding this proposed project. The meeting will start with a short presentation followed by small group discussions.

A conceptual project layout will be available to help assist in discussions.

Property owner input will be used to help prepare the feasibility report for this project.

FUTURE ACTIONS:

The full feasibility report is scheduled to be reviewed by the City Council on October 26, 2020. At that time, the City Council will consider approving the feasibility report and authorizing the preparation of final plans and specifications. Property owner concerns can be voiced at any time during the planning and design process either at a Council meeting or through the ‘How To Participate’ section below. It is important for the City to know about property owner concerns early in the process so that changes can be incorporated into project plans. If the City Council decides to move forward with the project, final plans will be brought to Council for approval in January and an assessment hearing would be scheduled in the spring of 2021.

Thursday, October 15, 2020, at 5 p.m. and 6:00 p.m.

1)     Attend the meeting virtually or in person to learn about the project and ask questions;

b. Osseo Community Center has a limited capacity for in person attendance. You must sign up prior to attending the meeting. Sign up information will be posted at www.discoverosseo.com/services/streets

Project Summary

2021 Alley and Central Avenue Reconstruction Project

The proposed improvements consist of alley and street reconstruction.

Alley reconstruction includes:

  • Replacement of the bituminous alley pavement with concrete alley pavement
  • Rehabilitation and installation of public utilities as needed
Alley repair includes:
  • Spot replacement of concrete alley pavement
Street reconstruction includes:
  • Reconstructing Central Avenue from 4th St to 5th St, which includes:   Removal of paver surfaces in the traffic and parking lanes, sidewalks and boulevard areas, and replacement with concrete pavement in varying finishes in accordance with an approved concept layout
  • Reconstructing Central Avenue sidewalk from 6th St to 93rd Ave N (CR 30) which includes:   Removal of paver sidewalk and replacement with concrete pavement

Alley reconstruction is proposed to be funded in accordance with the City's special assessment policy. Alley repairs and street reconstruction are proposed to be funded with City funds.
